How can I avoid drawing attention to
the fact that I have IPPC processes on my site, as it will mean
a lot of extra work for me in the environmental compliance area?
There is no hiding IPPC is being rolled out over the next few years
on an industry by industry basis. When your industry is affected
you will have no choice but to comply (or break the law) provided
you meet the size criteria. Identifying now that you have an IPPC
process to qualify for the levy discount will neither speed up nor
delay the requirement to comply with IPPC.
What does energy element mean in regards
to IPPC?
IPPC is basically aimed at reducing pollution, of which energy is
a part. If you implement an action plan now to cope with the Climate
Change Levy this can be used as part of your IPPC compliance. You
will not have to do this twice.
I use a lot of energy but I do not have
any IPPC processes. Can I still gain a discount?
The present definition of energy intensive has thrown up some major
anomalies, and the Government has recognised this, however there
are no plans currently to review the qualifying criteria. If you
monitor closely your energy management procedures and ensure that
you are conservative with your energy you will be able to make savings.
I've signed up to the discounts, but I
cannot see where we can make savings, does this mean that we will
lose the discounts at the first milestone audit?
Not necessarily. Providing you can demonstrate that you have implemented
an energy action plan along the lines of the qualitative requirements
of the PP3, and that you are considering investments in energy saving
measures on an equivalent basis to other investments, then it is
extremely unlikely that you will lose the rebate.
I know we have energy saving investment
opportunities, but we have limited capital and we need to invest
in increased production - what can we do?
Consider third party funding (Contract Energy Management). You will
sacrifice some of the earnings, but it will get the project operational
and allow you to demonstrate you are serious about energy conservation.
Energy 2000 can provide this service.
We have a number of internal resources
that could do this but it doesn't happen, how can we get moving?
Usually, lack of internal action is a function of lack of knowledge,
or lack of time, or both. With most Companies being hard pressed
for resources, few have the time to devote to researching what is
needed. Energy 2000 works solely in the field of utilities, and
has to devote resource to this sort of research - you can benefit
from this and from the 15 years of industry experience by using
Energy 2000 to do this work for you.
I'm sure we signed up to the discount
scheme, but there is no discount appearing on our bills, why not?
The problem may be that your suppliers may not have received your
PP10 and PP11forms. You may not receive your discounts until your
suppliers have received these.
We have oil and gas - surely we can get
round the levy by switching from gas to oil?
This is a possibility, to a limited extent. However, you need to
take into account the relative costs of gas and oil, and if you
are committed to a reduction in consumption you will have to demonstrate
that this has been achieved in all energy sources (even though oil
is not subject to the levy). You cannot meet conservation targets
in one fuel by switching to another.
